A statewide navigator should help the person move forward rather than congratulating them for creating records. This prototype reads only local browser data and suggests the next missing infrastructure step.
Production rule: the real statewide system should expose only the minimum information needed for each task, use permissions by role, support deletion/export, and never turn private access data into a public statewide database.
