One festival cannot carry a statewide scene.
The program needs small stages, low-pressure rooms, school/community exchanges, genre nights, studio showcases, regional festivals and an annual statewide gathering. A musician should be able to perform publicly without being forced into a single disability-branded recital.

Jam, listening room, try-an-instrument, workshop or informal share. No public-performance requirement.
Library, community center, church/community venue, school partner or neighborhood event.
Jazz, heavy music, gospel, songwriter, electronic, drumline, roots or mixed bill built around the scene.
Multiple towns/nodes, workshops, equipment exchange and public show.
Festival + educator day + technology + jobs + performances + community partners.
Independent venues, festivals, touring, school circuits, professional bookings or marching-arts routes where appropriate.
