A statewide music program is not a logo placed over six regions. It needs staff, rooms, instruments, repair, transport, course production, host agreements, digital access, safeguards, rights handling, event operations and a way to know whether any of it is actually usable.

Important: these are architecture scenarios, not current ANCHOR operating counts, appropriated positions or promised launch dates. The purpose is to show reviewers what capacities must be real before the public program can claim the corresponding level of service.
ANCHOR may run flagship ensembles, open sessions, courses and showcases. It should also make it easier for groups ANCHOR does not own to form and continue. Public value comes from access to music/community infrastructure, not from converting every successful group into an ANCHOR-branded band.
