Shared capacity close enough to use.
Six proposed operating regions are a planning device, not claimed ANCHOR locations. They let the state share specialized staff and equipment while local nodes use existing schools, colleges, community centers, libraries, venues, faith-community facilities and partner sites where appropriate.
CentralLittle Rock / North Little Rock / Conway area as a plausible pilot concentration because of arts, university and service infrastructure.
NorthwestFayetteville / Springdale / Rogers / Bentonville corridor with university, jazz and arts capacity.
River ValleyRussellville / Fort Smith corridor with school and university connections.
NortheastJonesboro and surrounding counties with A-State and regional school networks.
Southwest / West-CentralHot Springs and surrounding region with strong school marching/percussion culture and community arts.
SoutheastPine Bluff / Monticello / Delta communities where mobile/shared capacity is especially important.
What a Dock actually does
Not a giant music school. A regional switchboard with gear.
The Regional Music Dock coordinates rather than monopolizes. It should be able to lend a snare, find a teaching artist, host a low-volume jam, support a school chapter, help a group write an access plan, move equipment to a rural node, and connect a band to a venue or university resource.

GearInstrument library, adaptive equipment, electronic percussion, PA/recording kits and repairs.
RoomsPartner rehearsal spaces plus a known low-sensory/quiet option.
MobilityMAV/mobile sessions, rotating labs and transport coordination where feasible.
