Keep the student in music when the ordinary route breaks.
ANCHOR School Link should be supplemental. The school keeps responsibility for its classes, grades, IEP/504 processes and extracurricular programs. ANCHOR brings accessible-music expertise, modified materials, equipment, teaching artists, peer-mentor structures, after-school labs and transition into community music.
Existing Arkansas lanes
Band, jazz, music lab, technology and theory already give schools multiple doors.
Arkansas course catalogs and district offerings can include concert/marching band sequences, jazz, music lab, music technology and theory. ANCHOR should verify current district and DESE codes before any credit-bearing agreement, then design support around what schools actually offer rather than inventing fake course authority.

Three ways School Link can work

Different districts need different levels of support. The system should offer modules rather than one contract.

Inside the ensemble
Adapted parts, peer mentorship, communication supports, sensory planning and staff consultation so the student participates in the existing school group.

Supplemental lab
After-school percussion, modern band, music technology or small-group rehearsal for students who need more preparation or a different format.

Community handoff
Before graduation, connect the student to adult/community bands, jams, recording, church/community music or technical production so music does not vanish at age-out.

Educator support
Short consultations, Academy courses, rehearsal templates, accessible notation and referral to deeper support when the issue exceeds the band director’s role.

Do not start from zero.

Berklee’s accessible arts institute shows the value of educator professional development. ANCHOR’s job is to combine lessons with Arkansas systems and neurodivergent-first design—not claim those programs as its own.

Legal context in ordinary language
Extracurricular does not mean “access law stops here.”
Section 504 regulations address nonacademic and extracurricular services, and IDEA regulations address nonacademic services/activities and participation with nondisabled peers when appropriate. An OCR resolution involving a marching-band student is a concrete reminder that equal opportunity and necessary services can matter in band. Exact obligations depend on the student, program and facts.
School can be one doorway into a lifetime of music.
The state program should help a student move between school band, jazz, music technology, private/community groups, church music, studio work, college opportunities and adult community music without treating graduation as the end of the system.
School Link supplements school responsibility; it does not replace the district, change credit rules by itself or turn community music into a class.
INSIDE SCHOOL
Support participation where the student already is.
Access planning, adapted materials, peer mentoring, music technology, after-school labs and educator development can help existing programs become more usable.
BETWEEN SYSTEMS
Build the handoff before graduation.
Introduce regional ensembles, studios, community groups, colleges, open sessions and equipment resources while school supports are still present.
AFTER SCHOOL
Keep the instruments, people and rooms visible.
The adult route can include independent bands, community ensembles, church groups, recording, production work, teaching and casual music with no age ceiling.
Remote School Link
A school can become a local classroom without building the whole course itself.
Under a future approved arrangement, a district could host a small cohort while instruction originates from the Lighthouse Studio. Until any state/district approval exists, ANCHOR should present these as community/supplemental courses rather than school credit.
